I think this is a contest that hands you a Comic Con badge, but I can't actually tell. Here in Harley-Davidson's own words are what you win:

Obviously the bike is the big prize - I get that. But the verbiage makes it sound as if the winners are going to be whisked in and out of the Con to see the "reveal" and that's it.
The contest itself demands a certain amount of imagination and biker love. As the rules say, "This is not a game of chance." You have to create a hero, name him or her, write an essay describing the hero, and then choose a bike. You'll also be asked about your riding experience and military background. Entries will be judged based on how well they reflect the following:
Originality of hero name and story – 40%
Development of your character as part of the Road Force – 30%
The values of freedom and independence – 30%
The values of freedom and independence – 30%
The 20 highest scores will be semifinalists, who then get re-judged by Harley-Davidson marketing executives.
